Finance Ministry Leads Montserrat’s EC$311M Budget Allocation

The Ministry of Finance and Economic Management has been allocated the largest portion of Montserrat’s 2025/26 budget, securing EC$82.49 million out of the government’s total EC$311.78 million financial plan.

This significant allocation, representing over a quarter of the country’s entire budget, underscores the government’s focus on financial management as its primary objective for the upcoming fiscal year.

Following closely is the Ministry of Health and Social Services, receiving EC$76.61 million, making healthcare the second-highest priority for government funding.

Infrastructure development and governance have also received substantial attention in the budget. The Ministry of Buildings, Utilities, Infrastructure, Labour and Transportation has been allocated EC$49.54 million, while the Office of the Deputy Governor will receive EC$44.72 million.

Other key sectors have also been allocated funding. The Ministry of Agriculture, Lands, Housing, the Environment, Youth Affairs and Sports will receive EC$13.27 million, and the Office of the Premier has been allocated EC$12.22 million. Notably, the education sector appears to have a lower funding level compared to other major departments, with the Ministry of Education receiving EC$10.994 million for the entire fiscal year.

Security services, provided through the Royal Montserrat Police Service, will operate with a budget of EC$8.49 million. The remaining EC$13.46 million has been distributed among various other governmental services, including Legislative and Judicial services, the Office of the Auditor General, Cabinet Secretariat, and the Department of Communications and Digital Transformation.

The total budget is comprised of EC$175.88 million in recurrent expenditure, which covers ongoing operational costs, and EC$135.90 million specifically designated for capital projects aimed at future development.

Transportation initiatives are a prominent feature of the government’s spending plans. These include extending the Twin Otter aircraft service for an additional year and continuing WINAIR flights connecting Sint Maarten to Montserrat, alongside SVG air services between Antigua and Montserrat.

Improving ferry connectivity also appears to be a priority. According to information shared with Caribbean News Media, the government intends to engage a regional private sector ferry operator to service Montserrat at least twice weekly as part of a broader regional transportation schedule.
